This position is located within the Capital Asset Management Services (CAMS), Office of Asset Enterprise Management (OAEM), Office of Management (OM), Veteran Affairs (VA) Central Office (VACO). OAEM is one of the principal policy offices and business advisors to the Assistant Secretary for Management and the Secretary, providing objective oversight and advice regarding the acquisition, management, and disposal of all VA capital assets.
Duties
OAEM oversees capital asset activities to ensure a consistent and cohesive departmental approach and effective portfolio and asset performance management throughout the capital asset life cycle. OAEM has primary responsibility for developing and promulgating the governance policies and principles, processes, decision-making and performance measuring systems related to the Department's capital asset management. The office provides guidance, standards, and technical expertise with respect to individual investments, infrastructure related programs and initiatives. OAEM is also responsible for budget formulation, for executing the Strategic Capital Investment Planning (SCIP) process, and for compiling and producing the Department's Long-Range Capital Plan, VA's Sustainability Report and Implementation Plan, the VA Annual Energy Report, the VA Enhanced-Use Lease (EUL) Consideration Report, and VA's 5-year Disposal Plan, among others.
The senior Management Analyst in CAMS will be intricately involved in performing the following duties:
1. Oversee collection and reporting of inventory and performance information on all buildings, structures, and land to the Federal Real Property Council (FRPC) and other key internal and and external stakeholders, including VA senior leadership, Congress, Office of Management and Budget (OMB), Government Accountability Office (GAO), and the news media.
2. Function as the liaison for real property GAO audits as well as providing support for the Strategic Capital Investment Plan (SCIP).
3. Support existing asset management metrics as previously determined, as well as developing new metrics where appropriate or necessary.
4. Establish guidelines for the continuation of owned real property assets, lease holdings, cross agency sharing, and private ventures, etc. to ensure the use of the asset is in the best interest of VA.
5. Provide financial and business expertise in structuring transactions and address issues that arise.
6. Active oversight and involvement in any contract work related to the support of the portfolio in the development of statements of work, the selection process, and contract administration activities.
7. Incumbent may be asked to obtain/maintain a COR certification.
8. Support new system development, software maintenance/enhancements, and user support/administration for the data systems used to manage VA's real property portfolio.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. Physical Requirements: The work is principally sedentary with occasional site visits requiring extensive walking/touring of VA
facilities. No special physical demands are required. The work may require travel for short periods of time.
