This position is assigned to the Debt Management, Support Operations Directorate, VHA Office of Finance. The incumbent serves in a management position that is organizationally aligned under the Director of Support Operations. The incumbent serves as the supervisor responsible for all aspects of debt management operations for the CHAMPVA program and provides oversight to Third Party Liability, Billing, Collections actions.
Duties
Major Duties:
Serves as the primary technical and operational consultant for the development and implementation of Debt Management operations related to new programs and/or initiatives that have a direct impact on benefit processing managed by VHA of Finance.
Coordinates and directs all elements of the Debt Management program, which collects tens of millions of dollars annually in overpayments. Evaluates the effectiveness of policies and plans pertaining to all aspects of the Debt Management program; identifies actual or potential problems areas, trends, deficiencies, or areas of imbalance, and takes all the necessary actions to resolve them.
Functions as a subject matter expert on operational, policy, and regulatory matters for the Debt Management program. Initiating, developing, and recommending policies and practices for audits, collections, suspension, terminations of bills of collection in keeping with established regulations. The incumbent devises strategies, budgets, plans, performance metrics, and goals for the Debt Management program. He/she analyzes the causes of debt and the impact of debt management system processes and procedures on customers and clients. Serves as the VHA Office of Finance's technical expert on debt management issues.
Develops processes to address complex workflows including Third Party Liability liens, Treasury Offset Program collections, general ledger control accounts to subsidiary records, Prompt Payment Act actions, processing and audits of bills of collection action, checks and balances, creation of auditable actions and audit logs, establishes internal debt management policy.
Oversees recommendations and changes to the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, management controls and similar functions of management. The incumbent routinely manages risk and makes decisions that put the success of the program ahead of the probability of success for improvements through planned but not approved budget and planned but not implemented information technology systems.
Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs.
Work Schedule: Monday-Friday, 8 hour shift between 8 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Subject matter expert on operational, policy, and regulatory matters for the Debt Management program.
2) Coordinates and directs all elements of the Debt Management program.
3) Develops processes to address complex workflows including Third Party Liability liens, Treasury Offset Program collections, general ledger control accounts to subsidiary records, Prompt Payment Act actions, processing and audits of bills of collection action, checks and balances, creation of auditable actions and audit logs, establishes internal debt management policy.
4) Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs, policies, and operations in meeting established goals and objectives.
5) Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.

Physical Requirements: The work is sedentary in nature, although some light physical effort may be required. Work is typically performed in an adequately lighted, heated, and ventilated office.
