Duties
If you are selected as an Physical Security Specialist, your responsibilities would include, but would not be limited to the following:
Coordinates with the national physical security contractor to assist with security services to OIG headquarters and field offices nationwide. These services include inventory, installation, and preventative maintenance services of a variety of physical security infrastructure (e.g., Enterprise Physical Security Systems (EPACS), Visual Surveillance Systems (VSS), and Intrusion Detection Systems (IDS)).
Assists with the planning, implementation, and management of physical security protection methods and procedures, involving variety of state-of-the-art IDS and devices, storage containers, cores, locks, keys, and locking systems, national security and administratively controlled entry control systems, ballistic protection measures, and/or loss prevention.
Familiarization with Interagency Security Committee (ISC) policies and best practices, and ICD-705 SCIF Construction and Technical Standards and certification and accreditation processes.
Assists with resolving major conflicts in policy and program objectives. Assists in key decision-making and policy-developing responsibilities for very difficult assignments. Advises Deputy Director on new developments and advances in security techniques in physical security, such as HSPD-12 techniques and systems to mitigate terrorist threat. Plans, organizes, and directs studies to develop long-range forecasts.
Recommends methods of enhancing efficiencies of physical security systems through modification and application of evolving technology. Evaluates and makes recommendations concerning overall plans and proposals for OIG projects.
Assists with the implementation, coordination, and testing of the EP program with HQ, field, and regional offices to ensure the execution of mission essential functions if an emergency threatens or incapacitates operations.
Participates in emergency planning and delivery of work that involves the coordination of emergency response and preparedness training, exercises, and local assistance to field and regional offices.
Assists with the assurance that the OIG is prepared to respond to emergencies, recover from them, and mitigate their impact; that the OIG is prepared to provide critical services in an environment that is threatened, diminished, or incapacitated due to any variety of manmade, natural, or terrorist disasters; that all HQ, field, and regional offices have a current OEP and that all employees are trained and aware of its information.
Has the ability to assess the OIG COOP plan on a reoccurring basis for compliance with federal and DOJ regulations and standards.
Will assist in Test, Training, and Exercise (TT&E) programs of the OIG's EP and COOP plan alert, notification, and activation procedures.
Requirements
- You must be a U.S. Citizen or National.
- You must be able to obtain and maintain a security clearance.( Top Secret/SCI)
- You must be registered for the Selective Service, if applicable.
- You must successfully pass and are subject to random drug screenings.
- You must meet all qualification requirements by the closing date of this announcement.
- You may be subject to a probationary period.
Qualifications
To qualify for this position at the GS-12 grade level, you must have one year of specialized experience equivalent to the GS-11 grade level obtained in the public/private sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:
Assist with the management of electronic security systems to protect government or contractor personnel, installations, facilities, information, operations, and related assets.
Assist with the procurement of innovative security equipment to guard against unauthorized access, identify suspicious activities, and ensure continuity of operations.
Reviews and analyzes new emerging Federal policies.
Recommends guidance and procedures that will assist Agency officials in planning and preparing responses to emergency situations and other significant events and forwards recommendations for approval.
To qualify for this position at the GS-13 grade level, you must have one year of specialized experience equivalent to the GS-12 grade level obtained in the public/private sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:
Manages electronic security systems to protect government or contractor personnel, installations, facilities, information, operations, and related assets.
Performs procurement of innovative security equipment to guard against unauthorized access, identify suspicious activities, and ensure continuity of operations.
Reviews and analyzes new emerging Federal policies.
Implements new guidance and procedures that will assist Agency officials in planning and preparing responses to emergency situations and other significant events and forwards recommendations for approval.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
