This position is located within the Post 9/11 Military2VA Transition and Case Management Program of the VA Caribbean Healthcare System in San Juan, Puerto Rico. The position is unique and requires a combination of administrative, communication, and patient care skills. Knowledge of and experience working with a military veteran population within a medical environment is required.
Duties
This position is located within the Post 9/11 Military2VA Transition and Case Management Program of the VA Caribbean Healthcare System. The person in this position serves as the Program Support Assistant under the administrative supervision of the Post 9/11 M2VA Program Manager, supporting the staff program in the delivery of services to service members and veterans to facilitate their ability to live, work, learn, and fully reintegrate into the community after release from military service.
Major Responsibilities include, but are not limited to:
Provides a complete range of program support to include customer service and coordination; data analysis and graphing, special program projects, outreach events, performance measures reporting and compiles data from the Case Management and Tracking Reporting Application (CMTRA) System, VA and VISN 8 to meet the goals and program guidelines.
Answers telephone inquiries, actively involved in outreach activities, obtaining and organizing files and outreach material, retrieving reports and numerical data for use in preparing reports.
Assists service members/Veterans in completing forms such as the 1010EZ during outreach activities.
Must be proficient with the entire processing operation and have a basic knowledge of enrollment and eligibility procedures.
Skilled at assessing the needs of the patient to integrate them within the system and to switch assignments and priorities quickly to adapt to the workload.
Assists in helping and offering education about eligibility, benefits, and services available to Veterans, families and/or visitors that come as walk-ins to the offices requesting orientation.
Schedules initial appointments for Primary Care to new referred veterans within deadlines established in compliance with performance measures and guidelines.
Responds to patient's calls and utilizes deductive reasoning skills to identify the appropriate team member to contact and relays the patient's concerns.
Acts as a liaison between different services and departments within the VA.
Maintains and tracks program census, assists in the preparation of all programs reports; assists in tracking internal reviews, action items, quality measures, and the efficiency of the Post 9/11 Military 2VA Program.
Retrieves a variety of computerized data, establishes protocols for incoming data, and organizes and maintains data.
Monitors stock levels of office supplies, orders common supplies as necessary and other specific supplies requested by staff.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but is not limited to: Specialized experience is experience such as knowledge of the entire enrollment and eligibility processing operation and proficiency in it; Assessing the needs of the patient to integrate them within the system and to switch assignments and priorities quickly to adapt to the workload; Schedule initial appointments for new Veterans within the deadlines established in compliance with performance measures. Assist in the preparation of all programs reports; Assists in tracking internal reviews, action items and quality of measures; Collects, compiles and/or tracks statistical information in support of program operations; Retrieves a variety of computerized data, establishes protocols, organizes and maintains incoming data. Proper use of grammar, spelling, capitalization, punctuation, and commonly used specialized terminology to prepare written material correctly. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a bachelor's degree or four (4) years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed post-high school education and experience to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college or university. AND
Typing Proficiency: This position requires the skills of a qualified typist. In addition to meeting the experience as described above, you must be able to type at least 40 words per minute.

Physical Requirements/Work Environment:
The work is basically sedentary, but also involves walking to other departments of the Medical Center since the incumbent will be working with a variety of clinical and administrative services. It also involves standing, bending, and carrying supply items.
Work is typically performed in an office environment. The work environment involves everyday risks or discomforts that require normal safety precautions. May require occasional travel within Puerto Rico and the U.S. Virgin Islands. May require working on weekends in outreach activities with the military branches.
