This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations (CG-DCO), Assistant Commandant for Reserve (CG-R), Office of Reserve Resources & Analysis (CG-R8), Measures, Analysis, & Component Readiness Division (CG-R81), Washington, D.C.  This position may be filled through means other than the competitive promotion process.  

Duties

You will serve as a Management Analyst and Staff Advisor in the Assistant Commandant for Reserve conducting long rang planning, historical research, and other variety of assignments for the Coast Guard Reserve Component. 

Requirements

  • Males born after 12/31/1959 must be registered for Selective Service.
  • U.S. Citizenship is required.
  • A one-year probationary period may be required.
  • This position requires a Secret background investigation.
  • Time-in-grade requirements must be met by closing date

Qualifications

To qualify for the GS-12 grade level if you possess one year of specialized experience at the GS-11 grade level in the federal service performing duties such as: You MUST MEET the two bullets below: Analyzes and evaluates quantitative or qualitative effectiveness of line program operations in meeting established goals and objectives; AND Develops measurement criteria, procedures, and instruments to meet the needs of assigned study. You MUST MEET at least two of the bullets below: Collects, reviews, evaluates, and interprets data; OR Conducts random sample inspections using statistical techniques to verify conformance; OR Presents findings, options, and recommendations, via briefings, staff reports or project papers, OR Develops detailed plans, goals and objectives for the long-range implementation and administration of these programs and/or developing criteria for evaluating the effectiveness, OR Managing data and documents associated with business model process mapping and negotiating with internal and external customers to update processes. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
