The primary purpose of this position is Serves as a business advisor providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risk and incentivization. Reviews requirements package for adequacy and compliance with administrative, regulatory and procedural requirements.

Duties

Researches, interprets, analyzes and applies procurement guidelines, policies, regulations, impacting a cross-section of programs. Develops solicitations and contracts ensuring consistency with key supporting documents, ensures appropriate use of required documentation and inclusion of appropriate clauses/provisions/terms and conditions. Plans, develops and establishes the acquisition strategy for the overall program, functions as the lead negotiator throughout the process. Performs preaward and postaward functions involving a variety of contract types. Negotiates and prepares contracts/agreements/instruments and supporting documents for all actions.

  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Contracting Career Field.
  • This is an APDP position requiring Level/Tier 1 (Foundational) Non-Critical certification in Contracting within 24 months of assignment.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements.

Qualifications

Experience requirements are described in the National Defense Authorization Act (NDAA) for Fiscal Year 2020 (Public Law 116-92) amended section 1724 of title 10, United States Code. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Basic Education Requirements: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS. OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724. NOTE: MUST SUBMIT TRANSCRIPTS WITH APPLICATION. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade DO-1 (GS-11 equivalent), or equivalent in other pay systems. Examples of specialized experience includes: Providing business advice and assistance to technical personnel involved in the development of the performance work statement/statement of work or data requirements; reviewing a diverse variety of requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements; or issuing solicitations and amendments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the DO-01 (GS-11 equivalent) level is required to meet the time-in-grade requirements for the DO-02 (GS-12/13equivalent) level. TIG applies if you are in a current DO/GS position or held a DO/GS position within the previous 52 weeks. COMPETENCIES: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving, Communication, Business Management, Oral and Written Communication, Teamwork and Leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
