The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to (Air University, Muir S. Fairchild Research Information Center (MSFRIC), Registrar).
Duties
Plans, organizes, and directs the activities of (Air University, Muir S. Fairchild Research Information Center (MSFRIC)), ensuring that (Registrar Office) complies with legal and regulatory requirements and meets customer needs and exercises supervisory personnel management responsibilities
Represents (Air University, Registrar Office) with a variety of installation and functional area organizations. Provides expert technical advice and recommends policies and procedures for admissions, enrollments, academic tracking, scheduling, and academic records of students for all Air University Professional Military Education schools, professional continuing education schools, and accessions programs as it pertains to computer system requirements.
Directs all aspects of graduate academic administration within resident and non-resident schools such as admissions tracking, grade reporting, registration, scheduling, development and dissemination of academic transcripts and graduation documentation.
Performs Air University level investigations and evaluations of especially difficult and unresolved problems involving highly complex data base management software relating to the registrar function. Designs and develops changes or modifications to the Registrar data base when there are conflicting requirements and numerous complex problems.
Serves as the AU Registrar technical expert performing feasibility studies which involve application of emerging computer technology to resolve unique user requirements.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Candidate must be willing to assume a lead/supervisory position. A one-year supervisory probationary period is required, if not previously met by applicant.
- Position includes information assurance (IA) work as a paramount duty requirement. Incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- Failure to receive proper IA certification may result in removal from this position. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include providing expert technical advice and recommending policies and procedures for admissions, enrollments, academic tracking, scheduling, and academic records of students; exercising standardization and supervisory controls in an academic environment; supporting the formulation of program goals, plans, policies, and work plans dealing with the Registrar operations; and advising and providing counsel to employees regarding policies, procedures, and directives of management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of academic policies, standards, laws, and other regulatory requirements governing all aspects of postsecondary education and knowledge of accreditation requirements.
Knowledge of registrar functions at post-secondary and continuing educational institutions and knowledge of the objectives, overall design, and operating characteristics of related hardware and software to support registrar functions.
Ability to analyze problems and to develop timely and economical solutions.
Knowledge of data base management principles and practices.
Ability to apply knowledge of current automation technology and practices and knowledge of programming languages, techniques and systems analysis and design methodologies.
Ability to communicate clearly and effectively, both orally and in writing and ability to work harmoniously with all levels of personnel and to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations, and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
