The primary pm-pose of this position is to serve as subject matter expert and program manager in support of the Command's extensive Training and Education Program.
Duties
Plans, develops, and executes extensive aspects of Command training activities, including needs assessments, requirements generation, course development, methodology review, and program management oversight.
Establishes learning systems program goals and objectives (e.g., course design and development strategies, delivery processes, technology enabled learning enhancements, and processes, etc.), ensures timely execution of program activities, and determines approaches to achieve goals.
Conduct extensive coordination with Directorate (J-Dfr) SMEs and training/education personnel to determine requirements for and develop Individual Development Plans fo1· each of their positions.

- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include traveling on military or commercial aircraft.

- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force,
- national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
- Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of USSPACECOM group and individual training. In depth knowledge of USSPACECOM and military command structure, missions, programs, and organizational relationships and program goals and objectives; the sequence and timing of key issues and milestones; and methods of evaluating the effectiveness of planning actions related to key command training actions. Broad knowledge of USSPACECOM, DOD and government agencies and Command entities involved in overall planning and execution of program operations and assessments. Expert ability to plan, organize, and develop exercise and training studies or projects, and to negotiate effectively with management and counterparts to recommend and implement recommendations where the proposals involve substantial resources, and require extensive changes in assigned programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of joint training principles, concepts, directives, practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods.
2. Skilled in evaluating issues and then gathering and analyzing data to develop alternatives and formulate solutions to problems.
3. Skilled in the use of standard research tools, and office production and management software (e.g. Microsoft PowerPoint, Word, Excel, Outlook, Project, and other research tools, and the Internet) is essential.
4. Ability to communicate, orally and in writing, with internal staff and external agencies in the planning, coordination, and execution of the directorate's training mission is required.
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise on budgetary and/or acquisition processes and actions.
6. Ability to manage several projects simultaneously.
7. The ability to lead the identification, development, and provision of relevant training/education short falls and corresponding deliverables is required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
