The primary purpose of this position is to serve as the Chief, Command Knowledge Management and Command Knowledge Management Officer (KMO) and Command Information Officer for USSPACECOM, and continually assess and synchronize KM/IM efforts as they apply to staff readiness, unit infrastructure, unit performance, and to advise the Chief of Staff and staff on best practices.

  • Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis
  • Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime
  • Work may require frequent and/or long term CONUS or OCONUS travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft
  • Position may be recalled to duty
  • This is a KEY position
  • This is a Mission Essential (ME) position
  • A one-year supervisory probationary period must be served, if supervisory probationary period has not been previously met

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes expert knowledge and analysis who has mastered a wide range of qualitative and quantitative methods for the assessment and improvement of command level organizational development and transformation program effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill to perform quantitative and qualitative data analysis in order to gather, measure, and analyze facts, draw conclusions and devise recommended solutions while being able to negotiate and defend ideas and support Knowledge Management, Information Sharing and Command Processes concepts. Ability to plan, organize, and direct the operation of a medium sized organization, and to mentor, motivate, and apprise a staff of subordinate workers with proven leadership skills and a demonstrated ability to build effective teams while being able to communicate effectively, both orally and in writing. Ability to act, or react, in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to senior leadership. Knowledge of military process and doctrine; USSPACECOM Strategic Vision, Concept of Operations, Battle Staff Standard Operating Procedures; Joint policies and procedures; DoD, Joint, and Services' organizational structures. Knowledge of military strategic and tactical concepts, principles, processes in all domains - space, land, aerospace, maritime, cyberspace, planning, logistics, and interagency. Practical and professional knowledge of a wide range of all the services military and commercial technical Command, Control, Communications, and Computer methods, principles and practices. Knowledge of safety and security regulations, practices, and procedures. Knowledge of cybersecurity principles and operational impacts of cybersecurity lapses. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
