This position is located in the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP), Office of Operations (OPS). The incumbent serves as a Program Analyst, coordinating both IT support and program analysis, as well as implementation of portions of the agency's information, facilities and personnel security programs.

Duties

As a Program Analyst, GS-0343-12, your typical work assignments may include the following: Reviews requirements of projects to determine objectives of the program, processes required in support of the effort, and general utility of systems involved. Interfaces with guard staff and the Federal Protective Service as needed to ensure continued facility security. Assess vulnerabilities and assists with oversight of installation/setup of physical and technical security barriers to prevent unauthorized access to electronic information, equipment, or processes. Manages the Help Desk's day-to-day operations ensuring networks and business support applications are effectively maintained and supported. Serves as a Contracting Officer's Technical Representative (COTR), specializing in both IT and various security contract management. Serves as the Primary Communications Security (COMSEC) Custodial support technical liaison for all ONDCP National Security Systems. Coordinates with the appropriate federal partners to troubleshoot and schedule the necessary technical support to maintain fully operational circuits, cryptography equipment, and all system, peripheral and communications hardware and software.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: (1) Conducting feasibility studies and recommending courses of action related to IT and security systems; (2) Participating and/or leading IT and security projects, from advising on specification requirements and limitations to helping project managers define the problem or need; (3) Assessing vulnerabilities and assisting with oversight of installation/setup of physical and/or technical security barriers; AND (4) Managing Help Desk operations by ensuring networks and business support applications are effectively maintained and supported. . Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
