This position is located in the Office of Special Education and Rehab Services, Communication and Customer Service Team, Office of the Assistant Secretary (OAS) in Washington, DC. The CCST provides centralized logistical and technical support services to meet communication and customer needs. Provides guidance to two major components, Office of Special Education Programs and Rehabilitation Services Administration and to OAS in meeting communication priority throughout the organization.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Communication and Information Management Director, GS-0343-15, you will be responsible for the following:
Develop and directs communication strategies and outreach to representatives of government, industry, parents and organizations that serve children, youth, and adults with disabilities, the media, and other audiences. As part of this duty, promotes specific program initiatives to inform key audiences of the Assistant Secretary’s priorities. Works with these groups to ensure greater coordination of effort in carrying out these goals.
Serve as a public relations officer for OSERS with the responsibility for promoting a public affairs awareness program to facilitate the Department’s objectives and the goals of the Assistant Secretary, to advance OSERS programs and initiatives. Works closely with the Department’s Communications Director/ Press Secretary to support media communications and to maximize the impact of the Assistant Secretary’s public appearances.
Direct information and records management activities, including FOIA, for OSERS in accordance with broader program goals and objectives of the Department and the Administration. Keeps abreast of polices and outreach efforts and concerns of national audience groups and the Department’s public affairs policies to ensure that they are reflected and to advise the Assistant Secretary and key OSERS officials on these concerns.
Negotiate with other offices and organizations to ensure clarity of purpose as it relates to policy matters and communication, in promotion and support of the communication of OSERS policies and programs.
Act as a liaison with Departmental staff to promote awareness of ED and OSERS goals and accomplishments of people with disabilities.

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing all three (3) of the following duties or work assignments:1. Experience developing, determining content for and/or reviewing social media accounts, blogs, press releases, talking points and websites for an organization. 2. Experience preparing and implementing communications plans for the organization. 3. Experience leading a team to support organizational goals.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to write and edit material for a senior executive or equivalent to communicate with a variety of audiences.
