You will serve as a PROGRAM ANALYST in the FLEET MODERNIZATION & FACILITIES MGMT DIR of NAVAL INFORMATION FORCES.

Duties

You will serve as a program analyst for the shore maintenance and modernization programs analysis for all Navy shore activities. You will support the development of the command’s Planning, Programming, Budgeting and Execution (PPBE) efforts supporting the Naval Capability Development Process. Your responsibilities will include requirements analysis support to mission-oriented programs that have a direct impact upon the equipment, readiness and sustainability of Navy C5I warfighting capabilities. You will analyze data and provides recommendations to assure compliance with regulatory and legal limitations and restrictions within major resource programs. You will study techniques used range from basic data compilation and analysis to the development of analytical models using mathematical, statistical, economic and operations research techniques. You will obtain both subjective and quantitative data, to evaluate that data, arrive at conclusions and recommend appropriated courses of action. You will track and advocate Command, Control, Communications, Computers, Combat System, Intelligence (C5I) programmatic shortfalls and emergent requirements. You will review the Program Budget Decisions (PBDs) and Resource Management Decisions (RMDs). You will build and maintain data files and statistics associated with funding line adjustments; and, perform comparative analysis, cost/benefit assessments, posture statements for historical record funding trails. You will develop and provide direction and guidance with respect to the Performance Work Statement (PWS) and monitoring the performance of work under assigned contracts. You will track, review and recommend approval, as appropriate, of assigned contractor invoices.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in Navy maintenance and modernization policy and processes. Experience in contract development and execution oversight. Experience managing and developing of a command's Planning, Programming, Budgeting and Execution efforts supporting the Naval Capability Development process, specifically supporting afloat/shore command and control systems. Experience performing analytical, evaluative, and planning duties in support of Platform assessments. Experience providing recommendations to assure compliance with regulatory and legal limitations and restrictions within major resource programs. Experience reviewing Program Budget Decisions and Resource Management Decisions during budget reviews.
