This position is located within Schedule Planning (PGS), Generation Asset Management (PG), Power Services (P), Bonneville Power Administration (BPA).
The purpose of this position is to serve as a Program Analyst reporting to the PGS Manager, for cross Power coordination, communication and decision making in support of evaluation of Day Ahead Market (DAM) alternative and other assigned projects and programs.
Duties
As a Program Analyst, you will:
Lead coordination across multiple projects, departments and business lines to further Power Services market objectives and programs.
Identify and leverage sources of information across multiple projects, programs and departments to establish, and monitor progress against, a Power Services roadmap to EIM go live.
Develop systems, processes, and communication tools needed for Power's leadership and project teams to monitor progress, identify issues, and get timely resolution of those issues.
Establish and maintain tools for identifying and monitoring Power-specific EIM policy and implementation issues and for documenting how those issues were resolved.
Provides support to project leads, sponsors in decision making on power-specific issues that cross projects or departments.
Identify issues that need resolution to support market entry and effective participation. Develop and implement evaluation criteria for determining whether, when and where various issues should be addressed including a process for periodically re-assessing issues that are not on the critical path.
Establish standards for decision documentation and support project leads and sponsors in meeting those standards.
Establish and facilitate a forum for Power leadership that will be used to monitor and resolve issues.
Capture and disseminate information on the progress towards and results of decisions.
Lead coordination with the Business Transformation to ensure that decision-making and issue resolution is coordinated across the business.
Work with the business transformation office and key power staff to establish change management plan for Power Services the transition to the new market, with a focus on support for Bulk Marketing and Generation Asset Management.
Provides guidance, direction, leadership, and change management expertise by defining and implementing requirements for change management across multiple projects.
Develops, implements and monitors a structured change management methodology that includes a communications plan, a sponsor roadmap, a coaching plan, a training plan and a resistance management plan.
Conducts organizational needs assessments, determine organizational readiness for change, and develops plans to ensure that staff members and customers will successfully transition to changes in programs, processes, information systems, and integration of related processes.
Develops and implements communications plans via Power leadership and senior management to educate Power stakeholders regarding the benefits and impacts of changes in policies, processes, systems and procedures.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: 1) Project management experience; 2) Demonstrated written and oral communication through negotiating and influencing related internal and external workgroups and organizational leadership; 3) Developing and delivering briefings, project papers, status/staff reports, and correspondence to foster understanding and acceptance of findings and recommendations and to present, explain, and defend controversial issues.
