This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS). As a Contracting Officer Representative, GS-1101-13, you will be responsible for overseeing and managing a variety of contract or procurement types and agreements, and analyzing and evaluating the effectiveness of various contracts of different scopes to ensure compliance with regulatory requirements and timeliness.

Duties

Serve as a Contracting Officer Representative (COR) on multimillion-dollar contracts, and/or task orders. Interpret contract provisions for officials of the activity and provides appropriate advice and guidance. Develop, select, adapt, and employ qualitative and quantitative methods, procedures, and systems for assessing the efficiency and effectiveness of contracts, contract policies, and contract practices and procedures. Perform financial management and planning duties and acts as an expert financial management analyst, advising on matters of financial issues, analysis, and execution of Medicaid and CHIP quality related procurement and acquisition efforts. Utilize financial systems/spreadsheets software (Excel) to gather and analyze financial data, identify programmatic financial risk, and to resolve accounting discrepancies in reported data.

Qualifications

Selective Placement Factor: The incumbent is required to possess a COR II certification; with expectation to have COR III within 12 months of effective date. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
