This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate, Administration and Support Division. The primary purpose of this position is to serves as the Human Capital Officer (HCO) with responsibility for planning, directing, controlling and managing human capital operations. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include: Serves as an advisor on human capital management policy matters that impact the S&T Directorate and its field activities; Assures both in-house and contractual efforts are executed in accordance with approved technical policies and procedures and that S&T and HQ policy and procedures are followed; Reviews the work of assigned staff for content and compliance with office, agency, and government-wide policies, regulations, and procedures; Interprets the intent of existing guidance, and in developing applications to meet the specific needs of the directorate; and Organizes, plans, directs, controls, coordinates, and supervising the Human Capital Planning Office. Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: (1) Experience directing and planning human capital operations for a major program; (2) Experience advising executives and staff concerning human capital policies and requirements relative to organizational structure, personnel management, finances, administrative services, equipment, and other business-related matters; (3) Experience giving advice, guidance, or instructions to individual employees on both work and administrative matters; and (4) Experience representing the Directorate's interests within the Department and with other agencies in the implementation of administrative and business-related policies, programs, and procedures. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
