This National Guard position is for a PROGRAM ANALYST, Position Description Number T5615000 and is part of the PA United States Property and Fiscal Office, National Guard.

Duties
As a PROGRAM ANALYST, GS-0343-09, you will develop sampling plans and procedures for validating unit/activity accountability and inventory certifications. Apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Develop processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review. Perform other duties as assigned.

Qualifications
APPOINTMENT STATUS: EXCEPTED
This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard.

AOC A: NG Employees working at the location specified.
AOC B: NG Employees of the Pennsylvania National Guard.
Supervisor for this position is Colonel Mark Jackson.
*NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance.
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Application must indicate 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
