This National Guard position is for a MANAGEMENT ANALYST, Position Description Number T5114000 and is part of the PA Surface Maintenance Office, National Guard.

Duties
As a MANAGEMENT ANALYST, GS-0343-09, you will gather and organize narrative and statistical information using established methods, techniques, and precedents, such as questionnaires, interviews, review of computer data, and comparison of past and present records. Conduct troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources. Assignment involves several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics. Accomplish management studies by applying best business practices and basic analytical techniques to gather, document, and summarize data. Prepare management studies which present findings identifying causative situations and recommending corrective action. Perform other duties as assigned.

This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard.

GENERAL EXPERIENCE: Experience, education, or training in developing, analyzing, evaluating, advising on, and/or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.
SPECIALIZED EXPERIENCE: Application must indicate 24 months experience that equipped you with conducting project studies to ascertain the need for changes in existing management studies or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors affecting the efficient and economical use of available resources. Experience in knowledge of analytical and evaluative techniques to conduct analysis and studies; knowledge of administrative regulations and operating procedures; and knowledge of management principles and organizational theory, techniques, procedures, and regulations.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
