You will serve as a BUSINESS MANAGEMENT SPECIALIST in the FLEET READINESS CENTER SOUTHEAST CENTRALIZED COORDINATION DEPT BUSINESS DEVELOPMENT DIV of FLTREADCEN SOUTHEAST.
Duties
You will perform Depot Capability Management (CM) and development functions for airborne weapon systems, combat systems, support equipment, and projects assigned by Naval Systems command to the FRCSE Jacksonville, Florida.
You will provide technical guidance, assistance, and direction to lower graded personnel.
You will initiate partnering opportunities between Government and Industry in accordance with Title 10 Public Law.

You will analyze plans submitted by competing contractors for selection of superior proposals.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
FOR GS-11 LEVEL CONSIDERATION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09/10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-09/ GS-10) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:1) providing technical support and assistance to acquisition program managers via both written and oral communication with a clear and concise understanding of FRCSE standard operating procedures and operations, 2) providing insight on the 12 Product Support Elements as it pertains to new capability/disestablishment establishment processes, 3) assisting across MRO disciplines to mitigate/resolve programmatic ILS issues as it pertains to new capability standup and 4) maintaining contacts within an industry at various levels of corporate management.
FOR CONSIDERATION AT GS-12 LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) providing technical support and assistance to acquisition program managers via both written and oral communication with a clear and concise understanding of FRCSE standard operating procedures and operations, 2) establishing, integrating, and implementing various Navy/DOD industry practices, criteria, and procedures throughout the lifecycle of assigned weapons, combat systems, equipment or projects, as it pertains to new capability/disestablishment establishment processes, 3) leading a group of employees or teams across MRO disciplines to mitigate/resolve programmatic ILS issues as it pertains to new capability standup, and 4) maintaining, overseeing, and sourcing Private Public Partnerships (PPPs) and Program Based Logistics (PBLs) contacts in the execution of day to day activities.
