You will serve as a DEPUTY PUBLIC WORKS OFFICER in the PUBLIC WORKS DEPARTMENT of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will serve as the senior civilian employee at the Public Works Department (PWD) responsible for the delivery of a full spectrum of public works services to the installation and supported commands to enable mission success. You will direct, control and coordinate all operations within the Public Works Department using broad knowledge in facilities management, technical, financial and administrative skills. You will formulate and monitor PWD budget requirements taking into account workload forecasts, payroll requirements, travel, training and other overhead requirements. You will direct Public Works Department subordinate supervisors, evaluate performance and hear grievances or complaints not resolved at lower levels of the department. You will review disciplinary actions and interact with union official in accordance with negotiated bargaining unit agreements. You will maintain liaison with senior level leaders throughout the installation and NAVFAC.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for site visits.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Possessing the necessary capabilities of assigning work, setting subordinate priorities, establishing deadlines and instill an organizational expectation to have deadlines met, and providing constructive feedback to subordinates and fostering a mentoring atmosphere; 2) Developing a budget, setting priorities and executing the budget in accordance with command policy; 3) Resolving technical, scientific, engineering, financial and design problems beyond the capacity of his/her subordinate personnel; 4) Proficient in the English language, both written and oral, capable of developing briefs, and technical reports and capable of articulately communicating with a variety of audiences, ranging from the base Commanding Officer, tenant commanders, local government organizations, higher headquarter leadership, architect-engineering firm representatives, etc.; 5) Proficiency in facilities management with broad knowledge in multiple areas to include requirements generation, project planning, project development, acquisition planning, construction contract management, facility maintenance, utility maintenance, energy management, transportation and environmental planning; and 6) Familiarity with Maximo, NAVFAC work induction and Public Works metric tracking. Knowledge of routine, urgent and emergency service calls and their function and procedures of accomplishing tasks with in-house workforce.
