This position is organizationally located at the Wilkes-Barre VA Medical Center and is under
the direct supervision of the Assistant Director of Patient Care Services. The Wilkes-Barre
VA Medical Center is a 58-bed complexity level 2 teaching hospital facility which provides a
full range of patient care services. The medical center operates 58 hospital beds, 10 domiciliary beds,
and 105 Community Living Center (CLC) beds.
Duties
The Chief HAS manages, guides, plans, coordinates, directs and provides oversight to all programs located within the Health Administration Service. S/he holds full responsibility for all activities performed and has full authority to make decisions pertinent to Health Administration Service. The work performed by the Chief HAS and staff ultimately affects the plans, goals and effectiveness of the Lebanon VAMC operations in providing timely access and quality services to our Veteran population. S/he operationalizes new initiatives, processes or strategies needed to improve or sustain high performance in support of the organization. Duties include, but are not limited to:
Responsible for the development of both long and short-range policies and plans for the organization by coordinating the medical administration needs of the medical center.
Evaluation of program effectiveness usually focusing on the delivery of program benefits at various echelons within the organization or locations throughout the facility and through the network.
Provides leadership to his/her subordinate staff; ensures staff and higher-level management as well as customers are informed about significant matters; develops good working relationships with internal and external customers and ensures that work products are acceptable and timely through monitoring and auditing of the work products.
Identifies barriers to providing exceptional customer service by using customer feedback in planning and providing products and services to enhance the overall customer service experience of all veterans' staff and visitors.
Develops guidelines for data compatibility, consistency, and monitoring for compliance to improve the quality of clinical, financial and administrative data. Maximizes LV AMC's authorized reimbursement for health care provided while minimizing billing denials and preventing any potential issues of fraud and abuse.
Interprets new guidance and directives that directly and /or indirectly impact Health Administration Service and develops and executes viable action plans.
Takes the initiative to identify needs and potential issues/concerns and devises flexibilities in operations and constructive approaches to the resolution of problems.
May serve on various medical center committees, planning committees, improvement workgroups, or any others special project's that may arise.
Evaluates and modifies organizational structure and systems to achieve program goals.
Performs the administrative and human resource management supervision relative to the staff supervised.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages, guides, plans, coordinates, directs and provides oversight to service line programs; provides oversight and guidance on technical issues involving eligibility, scheduling, transportation, registration, patient movements, clinic setup, encounters, workload, medical records issues, release information, and records management; develops/implements policies, plans, budget, guidelines and proposals for efficient and effective utilization of resources and the operation of services; analyses data and prepares reports for top leadership decision-making on a routing basis; evaluates performance of subordinates, interviews candidates for positions, recommends appointments, promotions or reassignments, develops performance standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although moderate physical effort may be required in attending meetings in many different locations across the campus, conducting walking rounds and site visits to the community-based outpatient clinics. The responsibilities of the position can often be physically demanding and stressful due to competing demands. The incumbent must take personal initiative to manage time, resources and priorities to assist with workflow and workload.
