This position is located in Pension and Fiduciary (P&F) Service. Pension and Fiduciary (P&F) Service administers the pension programs and fiduciary activities for compensation, dependency and indemnity compensation (DIC) and pension beneficiaries Department of Veteran's Affairs Veterans Benefits Administration. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension benefits and fiduciary activities worldwide.
Duties
Specific duties include:
Reviews, analyzes, and tracks all audits and reports published by oversight organizations (e.g.) Office of Inspector General (OIG), Government Accountability Office (GAO), etc. involving P&F Service.
Identifies, tracks, and summarizes recommendations and reports having a direct impact on agency. program activities that require responses. Provides notification to P&F staff impacted by a report or audit. Organizes briefings on specific issues regarding the recommendations and reports.
Serves as an advisor, liaison and a recognized expert and spokesperson whose authority to modify, make significant changes, and develop new policy strategies, to operations is accepted by attendees at high level meetings with senior leaders, and high-level management officials. Recommend broad guidelines for establishment and maintenance of desired relationships between and among staff and other organizations.
Develops information for communication to internal and external stakeholders (e.g. Veterans Health Administration, Veteran Service Organizations, other Federal Agencies, National Academy of Sciences, Congress, the media, the public, and private industry). Speak on behalf of the Executive Leadership in discussions with IG, GAO, and officials outside the Department including representatives of Veterans Service Organizations, other Federal agencies, and state and local governments.
Perform special assignments for Senior Leadership; including investigations to establish facts, studies of operating problems, and other similar matters.
Utilizes expert skill in organizing and editing a variety of documents. Operates as an expert in writing, including developing strategies and formulating responses for P&F Service.
Formulates, determine, and/or influence the policies of the agency. Drafts and interprets VA laws and regulations.
Reviews General Counsel opinions, researches customer service practices and performance to make recommendations for improvements.
Prepares clear and concise documents. Researches Veteran-specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions.
Prepares PowerPoint and similar material and gives oral presentations to various audiences within P&F Service, VBA senior management, department level executives, and outside agencies.
Studies and provides sound advice on program operations, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Undertakes long and short-range research and studies program activities within P&F Service to support the organization's business goals and objectives. Gathers relevant data, analyzes it critically, and makes recommendations based on findings using available information resources such as Internet tools, manuals, and other reference material.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/30/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Extensive knowledge of Veterans benefits laws and regulations that pertain to Veterans benefits to ensure proper administration of benefits coverage, determinations, and the protection of the beneficiary and VA.
Knowledge of the procedures, functions, claims processing systems, responsibilities and authorities of Veterans benefits and how they interact in the administration and implementation of the P&F Service programs.
Skill in applying laws, guidelines, regulations and precedent opinions necessary to analyze, evaluate, and make decisions related to the P&F Service programs.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
