Duties
The incumbent serves as the IT Specialist (Data Management) on data acquisition and retrieval. The incumbent provides expert level data management services in support of an OIG Investigative Team responsible for investigating fraud, waste, and abuse. The incumbent has primary responsibility for designing, building, and maintaining the OIG’s data infrastructure, including databases and data warehouses. He/she ensures that accurate and timely data is accessible to the team or application that needs it. The incumbent creates data pipelines that convert raw data into formats usable by data analysts, data-centric applications, and other data consumers. He/she implements methods to improve data reliability and quality. He/she also develops and tests architectures that enable data extraction and transformation for predictive or prescriptive modeling. He/she reports to the (AIGI), and the (DAIGI) for Investigations.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.
Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.
GS-13 Specialized Experience: Applicants must have a minimum of one year of specialized experience in or equivalent to at least the GS-12 grade level in the Federal service. For this position specialized experience includes:
1- Applying code writing skills, programming and scripting languages (e.g., SQL, Python) to automate data ingestion processes, create and maintain data pipeline architecture, and manage databases. 2- Performing data discovery and data mining using Structured Query Language (SQL), Python, and other computer programming languages to support data analytics team. 3- Developing and implementing quality control criteria and error control criteria to perform continuous review of data ingestion processes. 4- Using programming skills to analyze and interpret trends or patterns in complex structured data sets, especially for fraud detection.
You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):
Knowledge of applying code writing and programming languages (e.g., Python and SQL (Structured Query Language) basic).
Skill in extracting, aggregating, and checking data related to projects or investigations.
Ability to prepare and draft clear, accurate, defendable and precise written reports, white papers, briefing and computer reports for management; and, highly skilled in writing complicated and highly technical collection and analytic material.
