THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (DIRECTOR OF OPERATIONS), Position Description Number D1777000 and is part of the ID Joint Force Headquarters Air, National Guard. This position is permanent.

Duties

1. Supervises federal and state civilian employees, National Guard technicians, and military personnel located in the various subordinate units. Plans, organizes, and oversees the activities of the J-3. Develops goals and objectives that integrate organizational and operational planning objectives into short-term and long-term plans. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate divisions and branches, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. 2. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of the Joint Force Headquarters Commander. Selects candidates for subordinate non-supervisory and supervisory positions taking into consideration skills and qualifications, mission requirements, and EO/EEO and diversity objectives. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Recommends awards for non-supervisory personnel and changes in position classification to higher-level managers. 3. Encourages self-development. Demonstrates sensitivity to ideas of subordinates. Ensures actions taken directly as well as those by subordinate supervisors promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. 4. Represents TAG (Joint Force Headquarters Commander) on J-3 issues with a variety of state and National Guard organizations. Establishes, develops, and maintains effective working relationships with all serviced organizations and all senior staff members within the state. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and to resolve significant problems that arise. Ensures subordinate divisions and branches provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, command, or agency. 5. May supervise the intelligence and security functions of the JFHQ. Manages the various missions within the Directorate. Serves as the primary staff officer for the formulation of plans, policies, and the programming and budgeting data pertaining to operations and security. Provides oversight of military support programs requiring interface with civilian agencies and organizations; training facilities; individual and collective training; professional development and enhancement education. Responsible for readiness, force management and mobilization in support of personnel and unites assigned, attached, OPCON, or Wartraced to units in the state or territory. Plans, develops, manages and directs the execution of multi-million dollar budget programs. Directs the preparation of state plans, focusing on synchronization of resources for national and international goals and objectives using National Military Strategy, Department of State, Department of Defense, Army & Air Planning Guidance, and National Guard Bureau directives as guides. Reviews and oversees appropriate corrective action on inspection or evaluation reports and documents of any Joint military or ARNG operation, training, force structure, force protection, mobilization, and readiness issues. Develops management control to keep informed of and to measure effectiveness of the Plans, Operations, Training, Readiness, and Military Support Directorate. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Must be able to obtain/maintain Secret Security Clearance.
