The primary purpose of this position is to to serve as a Management Analyst in a developmental capacity,
performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
Duties
Performs developmental assignments.
Performs recurring assignments.
Carries out special projects and participates in special initiatives and studies.
Prepares written correspondence and other documentation.
Analyzes trends and develops resource utilization plans.
Meets with various management levels to resolve problems and create control and analytical techniques to resolve problems.
Participates in meetings, conferences, and reviews, provides guidance, advice, and assistance as required or requested.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes recommending solutions to improve the efficiency of administrative support or program operations; and evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communication, directives, forms, files, and documentation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%
SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-09, or equivalent in other pay system. Specialized experience is defined as planning and conducting studies to review and evaluate the effectiveness and efficiency of program operations; recommending organizational and operational procedural changes to improve production and operations; reviewing, preparing, and presenting briefings on manpower requirements; developing plans, schedules, and checklists; analyzing trends in production data; preparing responses to external reviews or audits.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage equals 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, concepts, and theories of Management Analyst, and the standard practices, methods,
and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify
significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to
communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately
difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work
in a professional manner with peers and management.
6. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter fiel???????
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
