This position serves as a full partner and critical intermediary between the Chief Nurse and the Service Leadership team and is a valuable resources for the Nursing Service.

Major Duties:
Performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the organization.
Ensures proper preparation and compliance of performance appraisals and the management of the nursing annual proficiencies to describing the services offered by the Mental Health nursing staff.
Arranges large conferences and meetings, schedules meeting rooms, notifies person to attend.
Manages tracking system for proficiencies of all RNs and coordinates performance appraisals for LVNs and administrative staff.
Arranges for government travels; makes airline reservations or assures other transportation is authorized, when necessary, makes hotel reservations, obtains appropriate authorizations, maintains travel itinerary, notifies appropriate officials of arrival dates, meetings, etc.
Acts as the primary liaison between the service and administrative offices outside of nursing.
Responds to technical questions regarding service. Responds to questions from customers concerning nursing programs, provides advisory and technical assistance to patients, administrative staff, and professional staff.
Assures that flow of correspondence in and out of Chief Nurse's office is expedient, accurate and correctly directed and assigned, and follows up on correspondence requiring immediate action.
Provides advice regarding regulations, policy or local protocol including providing
orientation and introductory packets (keys, access, etc.) for new employees.
Extracts and assembles information and develops reports or presentations relating to outcomes or progress of service initiatives.
Exercises control and continuing responsibility for projects, questions, or problems associated with nursing programs, equipment management, personnel actions, and disciplinary actions.
Requests supplies, equipment, reproduction, and prepares work orders for repairs and maintenance and justifies requests.
Orders medical equipment with values of up to one million dollars including the preparation of documentation for contracting such as market research, salient characteristics, and statements of work. Tracks and documents all administrative activities and requirements for the facility.
Plans and/or accomplishes special projects for the service.
Assists in coordinating computer resources by conducting needs assessments, requesting needed computers and software, providing and/or organizing training, monitoring maintenance and supplies for computers, and participating in management of the Mental Health package on VISTA by assisting program coordinator.
Exercises control and continuing responsibility for projects, questions, or problems associated with nursing programs, equipment management, personnel actions, and disciplinary actions.
Work Schedule: Monday-Friday / 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Manages complex computerized databases, performs administrative functions, administers nursing-related administrative operations, manages projects, provides human resources and technical assistance, and manages procurement and budgeting tasks.
Ensures full compliance with all purchase card requisites, reconciling transactions, and resolves any inconsistencies with Fiscal Services.
Implements as wide range of rules, procedures, and operations applicable to diverse situations, requiring analytical skills, judgement, discretion, and extensive knowledge of administrative and program principles.
Operates various software applications and information systems is essential for carrying out office automation tasks, compiling data and reports, and resolving technical issues.
Analyzes data and information from various sources to identify problems, discrepancies, trends, patterns, gaps, opportunities, and recommendations for process improvements.
