About the Position: Responsible for providing staff assistance to management on the evaluation of the effectiveness of government programs and operations. Performs a variety of analytical and evaluative tasks in support of financial control, utilization, and funding requirements for civil programs or projects. These include, but are not limited to Civil O&M, Regulatory Program, and/or Flood Control and Coastal Emergencies (FC&CE). Manager may select from any of the grades announced.

Duties

Analyst must be thoroughly familiar with all aspects of programming and budgeting policies, procedures and data required for the assigned appropriations and relevant categories within Congressional reports and bills as needed. Complete complex analysis; reporting and budgetary management; coordinating activities related to financial, budgetary and program management; accumulating, analyzing and maintaining budget and financial records and data. Provides financial, budgetary and program analysis support and advice to project managers, operations managers, supervisor, branch chiefs and division chiefs. Monitors funds during project and program execution, advises managers and supervisors of special guidance, and follows progress to analyze performance against programmed objectives. Allocates funds, schedules monthly obligations and expenditures, monitors spending to stay within set overhead rates and ensures the correct use of overhead funds. Sets up resourcing in automated project scheduling system (P2) for customer orders and other funding requests. In conjunction with major program funds being administered, prepares and updates reports tracking estimated costs for each project. Coordinates, prepares, reviews and submits labor modifications, accruals, reprogramming requests, specific unliquidated obligations, and financial close out of projects.

OR Education: One full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management or Financial Management. (Note: You must attach a copy of your transcripts.) OR Successfully completed all the requirements for a bachelor's degree and are claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management or Financial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
