This National Guard position is for a HR SPEC (HRD), Position Description Number NGT502900000 and is part of the Army National Guard.

Duties
As an HR SPEC (HUMAN RESOURCES DEVELOPMENT), GS-0201-11, you will serve as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations. Develop policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Continually evaluate in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served. Ensure optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources. Analyze management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies. Perform other duties as assigned.

- Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
- As a basis of continued Title 5 Excepted Service employment/appointment to a GS-0201 position, the employee must complete all Human Resources Program education and training.
- Subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, if he or she fails to complete the Human Resources Program education and certification requirements.
- Title 5 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Qualifications
GENERAL EXPERIENCE: Experience, training or knowledge of applying a wide range of HR and fiscal concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive HR management advisory and technical services on substantive organizational (ANG and ARNG) functions and work practices.
SPECIALIZED EXPERIENCE: Must have 36 months or 1-year at the next lowest level, specialized experience on applying HRD learning theories, principles, and methods, such as performing analysis and research for a variety of HRD initiatives; management advisement on proper balance between organization strategic plans, HRD programs, and goals; learning methods include a wide variety of technology-based methodologies: knowledge of planned systematic studies to determine the immediate and long-range training needs of employees engaged in complex work such as information technology, science, and engineering: provide a wide range of services to include career counseling of employees, consultative services relative to changing technologies, obsolete workforce skills, and the challenges of organizations in transition
