This position is located in DHS/U.S. Coast Guard, Prevention Policy Directorate, National Maritime Center, Mariner Evaluation Division, Martinsburg, WV.

Duties

This position is located in the Medical Evaluation Division (NMC-6) of the Coast Guard's National Maritime Center (NMC). The position is responsible for developing and implementing policies related to one or more missions of the U.S. Coast Guard. 

Requirements

  • This position requires a National Agency Check with Inquiries (NACI).
  • This is a Temporary appointment.

Qualifications

AT the GS-07 Level: Applicants must have at least one full year of work experience (equivalent to the GS-5 level in the federal service). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: providing assistance in the management principles and techniques of standard health care systems practices and procedures; editing written documents; developing project plans and schedules to ensure compliance with statutory or regulatory provisions; creating a strategic plan for a health care program, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: •Missions, organizations, programs, and requirements of health care delivery systems; •Regulations and standards of various regulatory and credentialing groups; and •Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR  One full year of graduate level education OR superior academic achievement AT the GS-09 Level: Applicants must have at least I have one full year of work experience (equivalent to the GS-7 level in the federal service).  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: applying analytical techniques to meet health care delivery system objectives; writing reports on the collection of health care costs; assisting with the compilation of information to be presented to management for use in planning, development and operation of a programs health care delivery system; analyzing and evaluating medical and physical data; performing medical database searches and analyses. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: •Missions, organizations, programs, and requirements of health care delivery systems; •Regulations and standards of various regulatory and credentialing groups; and •Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.        OR Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to a master’s or higher degree OR I have a L.B or J.D in a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR Equivalent combination of experience and education are qualifying for all grade levels for which both education and experience are acceptable. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
