The position is located at the VA Medical Center in Martinsburg, West Virginia serving as the Executive Assistant (EA) to the Associate Director (AD) and assisting with administrative oversight of services.
Duties

Supervisory Duties
Provide technical and administrative supervision for program analysts, administrative, financial and timekeeping operations and timekeeping operations of the AD Office and service lines;
Gives advice, council and instruction to employees;
Hears and resolves minor complaints;
Participates in interviewing candidates for positions, recommends appointments, promotions, etc.;
Provides direction from a professional service perspective related to human resource/personnel matters;
Administrative Management
Plans, organizes and directs health care providers in the development of extended health care programs;
Understands the impact of the accreditation process such as the Joint Commission, state and Federal regulations in the daily operation of health care units;
Assists in the analysis and problem solving in any unexpected situation that may occur;
Assists the AD in the development and implementation of both short- and long-range plans for the Medical Center;
Ensures all operational complaints (Congressional, Community or Veteran) received are investigated and corrective action initiated in a timely manner;
Makes recommendations and decisions in establishing priorities among actions or administrative matters;
Program Administration and Management
Gathers and reviews data and contacts clinical staffers to discuss and resolve patient care issues;
Writes suspense responses for the AD review and Medical Center Director's signature;
Reviews correspondence for technical and substantive compliance with management and department policies;
Provides advice, guidance and direction on administrative aspects of issues affecting medical center policies and operations;
Maintains records of reoccurring reports and follows up to ensure accurate and timely submission;
Manages special projects for major office or program issues of broad impact;
Conceives and implements new initiatives and projects to strengthen, facilitate and integrate programs;
Program Analysis
Demonstrates analytical ability and knowledge to resolve complex administrative and operational issues;
Facilitates conflict resolution through his/her skills in communication, group dynamics, team building, and problem solving;
Analyzes policies and practices to evaluate how they will affect the delivery of healthcare within the Medical Center;
Develops and coordinates professional service budgets and the distribution of resources to the various service lines;
Analyzes administrative and operational guidelines, standard operating procedures and Medical Center Policies by evaluating how the impact the delivery of care;
Identifies and determines training priorities, provides training, administers training program and develops and improves training guidance;
Tracks and monitors project deadlines and submits reports timely;
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, you must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-12) in Federal Service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the work of this position. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Physical Requirements: The work is primarily sedentary, although some walking is involved in assessing operational space and evaluating programs. The work is performed in an adequately light and climate-controlled area of the main Medical Center building in an office setting.
