This position is located in the Executive Suite under the Associate Director, Patient Care Services (ADPCS) - Chief Nurse Executive who provides executive leadership over Sterile Processing Services (SPS), Education/Learning Resources Section (ELRS), Nutrition and Food Services (NFS) and all Nursing Services. This position serves as the Health System Specialist- Executive Assistant (EA) to the ADPCS and Patient Care Services assisting with administrative oversight of the above services.

Duties

MAJOR DUTIES AND RESPONSIBILITIES: Provides technical and administrative supervision for the administrative, financial, and timekeeping operations of Patient Care Services. including first level supervision to a GS-13 Health System Specialist Business Manager and a Program. Gives advice, council, and instruction to employees. Hears and resolves minor complaints from employees; refers group grievances and more serous unresolved complaints to a higher-level supervisor; effects minor disciplinary measures and recommends action in more serious cases as warranted. Carry out Equal Employment Opportunity polices and program activities. Apply analytical ability and knowledge to resolve complex administrative and operational issues. Contacts and collaborates with Chief Nurses, Nurse Managers, Service Chiefs, Administrative Support Assistants and/or other VA facilities for specific administrative or program needs. Work with management, union officials, and departmental chiefs to analyze conflict issues and assist in developing appropriate and acceptable resolution processes which will result in the improvement of the delivery of care in that involved department. Identify and determine training priorities, provides training, administers programs, and develops and improves training guidance. Ensures data is complete and accurate and performs reporting of data/statistical results pertinent to program/project initiatives. He/she retrieves data and generates a variety of reports. Plan, organize and direct health care providers in the development of extended health care programs. Understand the impact of the accreditation process such as The Joint Commission (TJC), state and Federal regulations in the daily operation of health care units. Assist the ADPCS in the development and implementation of both short- and long-range plans for the Medical Center giving special consideration in the integrations of internal administrative and operational policies; compliances with VISN guidelines, standards and requirements of various regulatory and accreditation bodies; and the impact of the Medical Center activities on outside entities such as other area and community hospitals. Assist in the coordination of inspection visits with all accrediting and inspecting bodies to ensure that appropriate information and reports are prepared. Ensures all actions and interactions are within the guidelines of VHA and Medical Center directives and policies regarding cultural diversity, prevention of sexual harassment, EEO, etc., by executing assigned duties and responsibilities in a professional manner. Work Schedule: Monday - Friday. 7:00am to 3:30pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: To qualify for the Health System Administration Series, 0671, applicants must meet the requirements below as provided in the Individual Occupational Requirements (IOR) as defined by the Office of Personnel Management. Undergraduate and Graduate Education: Major study-- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Note: Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirement. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned). Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing technical and administrative supervision for the administrative, financial, and timekeeping operations. Giving gives advice, council, and instruction to employees. Providing analytical ability and knowledge to resolve complex administrative and operational issues. Analyzes nursing guidelines, standard operating procedures, and Medical Center Policies (MCP). Identifying and determining training priorities, provides training, administers programs, and develops and improves training guidance. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is principally sedentary, however, duties routinely requires walking, standing, bending, carrying, etc. in a normal office/medical center environment.
