About the Position: Serves as a Senior Human Resources (HR) Specialist responsible for providing expert technical advice and assistance in various civilian HR program areas to all levels of management officials within the U.S. Army Materiel Command (AMC) enterprise.

Duties

Serve as a Senior Human Resources (HR) Specialist responsible for providing expert technical advice and assistance in various civilian HR program areas to all levels of management officials within the U.S. Army Materiel Command (AMC) enterprise. Lead the command-wide planning, implementation, and oversight of new human resources programs and performance management systems. Plan and carry out complete projects pertaining to personnel management programs, recruitment and placement, performance management, management-employee relations, resolve controversial issues or problems at the Army Command (ACOM) level. Analyze significant HR management issues and problems and develops recommendations and alternative solutions. Prepares and presents reports and briefings on program status and/or recommend action to key staff elements. Plans and drafts human resources management policies and guides.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • Must be able to obtain and maintain a secret security clearance.
  • TDY may be up to 25% or less.

Specialized Experience: One year of specialized experience which includes implementing effective HR programs and developing guidance and procedures for new and/or changing programs; planning and carrying out projects and studies to identify and resolve problems pertaining to various HR program areas; analyzing the effectiveness of HR programs and policies in addressing the needs of the command; providing expert advice on HR policy and guidelines, and preparing and presenting reports and briefings on HR programs. Program areas include emerging personnel management programs and systems, recruitment and placement, performance management, and management-employee relations.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
