The primary purpose of this position is to correlate all aspects of major project areas studied and define visions of business processes to achieve future and ideal states by applying process improvement methodologies to eliminate inefficiencies and improve productivity with the Group.

Duties

Analyze and evaluate various maintenance processes and procedures and provide recommendations to resolve substantive issues of effectiveness and productivity of work operations in the servicing organization. Plan, schedule and facilitate CPI initiatives within schedules and priorities established by higher management. Identify situations/processes, which need to be analyzed and improved. Prepare and deliver written and oral presentations such as briefings, training sessions and consultations with other service functions and activities. Visit other ALC or contractor facilities to observe applications of process improvement technologies related to Lean and analyze their potential use for possible implementation in organization. Perform other related duties as assigned.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes analyzing and evaluating complex administrative processes and procedures, applying analytical and evaluative skills and techniques, and developing recommendations to eliminate inefficiencies as part of a representative of a focus group concentrated on process improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Through knowledge of maintenance/production/industrial management policies, principles and practices. Knowledge of a wide range of Lean qualitative and quantitative methods used in conducting studies of major project areas that require application of CPI principles. Knowledge of Lean program goals and objectives, sequence and timing of operational events and milestones. Skill in planning and conducting comprehensive CPI activities to affect the changes necessary to improve the Lean Maturity Level of the organization. Ability to communicate effectively, both orally and in writing and build rapport with others. Skill in preparing project papers and staff reports. Skill in organizing and delivering briefings to managers to encourage understanding and acceptance of new processes. Ability to articulate and communicate intricate process improvement concepts and theories as they pertain to the Group processes improvement vision to all levels within the Group. Skill in quantifying costs/savings derived from successful process improvement activities. Skill in managing projects, the scope of which may affect the entire Group. WORK ENVIRONMENT: Assignments may require visits to manufacturing, storage or other industrial areas and involve moderate risks or discomforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
