This vacancy is for a Lead Management & Program Analyst (Director of Operations) in the International Trade Administration within the Department of Commerce.

Duties

As a Lead Management & Program Analyst (Director of Operations), you will perform the following duties: Serves as key advisor to the Executive Director (ED) and Deputy Assistant Secretary (DAS) on operational issues and programs.- Manages day-to-day operations and resources for region. Supports ED in the oversight and administration of overseas posts. Supports the ED in disseminating operations-related guidance to the field and Head Quarters (HQ) staff. Supports the ED with Foreign Service Officer and Locally Engaged Staff personnel placement. Advises DAS and ED on sensitive and complex human resource issues overseas and at HQ; often first Point of Contact for these issues. Represents Executive Director for China as needed. Assists the ED in developing the operational components of the regional Strategic Plan. Works closely with Posts and HQ offices to ensure compliance with Strategic Plan and that progress toward metrics targets is tracked. Reviews and analyzes the regional budget and makes recommendations to ED on resource allocation. Makes recommendations to ED and DAS about the allocation of overseas hiring, based on the changing dynamics of the region and on guidance from ITA and GM. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; evaluating the effectiveness of new or modified program objectives and operations and their relationship with other programs related to the mission; and Presenting conclusions and recommendations based on analysis and evaluation to decision makers for their use in ensuring efficiency, economy, and balance in the development and execution of operating programs.
