Duties
Serves as the senior analyst to the BMO Director, located in the Business Management Office (BMO) (G2-DCB),
-with responsibility for providing and obtaining a wide variety of management directed services essential to the
direction and operation of the DLA Chief of Staff’s (CoS) Portfolio.
Provides direct analytical and management support to the BMO Director and CoS in his or her executive oversight
of the organization.
Evaluates proposed staff actions and business practices and recommends and assists the BMO Director and CoS
in implementing management plans and executive decisions.
Analyzes management issues and problems and resolves matters to ensure consistency with management
objectives.
Conducts reviews and analysis of the CoS Portfolio administrative programs, identifies actual or potential
problems and prepares new or revised policy directives and procedures.
Develops and conducts studies to improve overall administrative practices, initiates and formulates overall CoS
Portfolio administrative policies and procedures.

Qualifications
To qualify for a Program Specialist your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully
perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level,
applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in
the Federal service, military or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized
experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector.
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive
appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
GS-13:
Designs and conducts comprehensive studies where parameters of the study are not clearly identifiable.
Plans, organizes and directs team study work and negotiates effectively with management to accept and implement recommendations.
Determines impact upon Agency programs and resources and consolidates recommended changes, expansion and/or revision proposals for approval.
Identifies program problems and recommends actions for changes and improvements.
GS-14:
Develops and conducts complex studies to evaluate the impact of new or modified agency or organizational guidance.
Advises senior leadership and field managers on the full range of administrative policies, procedures, methods, and programs.
Conducts reviews and analysis of administrative Portfolio programs, identifies actual or potential problems and prepares new or revised policy directives and procedures.
Evaluates proposed staff action responses, and assists the in the review process, necessary action, and executive decisions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
