Under the general direction of the Chief Technologist, directs, assists, oversees, plans and develops activities for the Jacksonville Outpatient Clinic, Diagnostic Imaging Service (DIS). The Outpatient Clinic of the North Florida/South Georgia Veterans Health System (NF/SGVHS) DIS includes General Radiology, CT, Ultrasound, MRI, and Mammography (exact modalities are site-specific). The position is open to current permanent employees of the North Florida South Georgia Veterans Health System.

Duties

The Supervisory DRT has a complete and thorough working knowledge of all functions under his/her purview and can direct and/or operate the diagnostic specialties to assure its many activities and to provide efficient patient care. The supervisory area of responsibility encompasses all radiology sections of Diagnostic Imaging Service at the site-specific outpatient clinic. The incumbent is given general guidelines and directions from the Chief Technologist, Supervisory Radiologist (Chief) and Imaging Program Administrator and is expected to function with initiative and independent judgment in his or her sphere of responsibilities. Formulate plans, delegate authority and follow-up on delegated tasks to assure effectiveness of assignments given to subordinate Lead DRT and staff technologists. Assigns work and duties based on the appropriateness of assignments, difficulties of assignments and the capability of the employee, maximizing utilization of DIS services. Assigns, directs and reviews work in progress, or upon completion, to ascertain problems and takes required corrective action. Provide instruction and solutions to difficult problems that arise in the section(s). The incumbent must be able to give guidance in expeditious flow of productivity in all section(s). Performs the Annual Performance Appraisals and quarterly competencies for the assigned technical staff. Monitor and evaluate Lead technologist(s) and subordinate employee's performance. Coordinates flow of patients through radiology department. Assures that the DIS sections have appropriate coverage in their section. Approves/disapproves all leave requests and section overtime, ensuring proper coverage for the assigned sections is available. Oversees established holiday assignment roster and assures coverage in each section is properly assigned. Develops and implements appropriate calendars for department coverage. Prepare meeting agendas, in-service presentations and hold monthly meetings with staff to communicate changes and expectations for each section under their supervision. Develops tours of duty and assigns tours for his/her section(s), encompassing all leave requests, FMLA, and Workman's Comp. Serves on all merit promotion boards and makes recommendations to the Chief Technologist, Imaging Program Administrator and Chief of Radiology for employee's reassignments, awards, and disciplinary actions. Participate as Interview Panel Members, evaluating candidates for positions in the section and making recommendations for employment. Enforces and implements VHA, NF/SGVHS and local DIS policies and procedures. Has thorough knowledge of the processes for Reusable Medical Equipment. Has thorough knowledge of SOP's that documents the process and procedures for cleaning, disinfection, sterilization, and preparation of Reusable Medical Equipment. Ensures staffs are compliant with requirements for Infection Control, Universal Precautions, and Radiation Safety. The Supervisor is delegated to act in the absence of the Chief Technologist. Qualifications

BASIC REQUIREMENTS. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.) Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). GRADE REQUIREMENTS. GS 11 Experience. At least one year of experience equivalent to the next lower grade level GS-10 directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist. Supervisory Diagnostic Radiologic Technologist. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs: The candidate must demonstrate all of the following technical KSAs: i. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity. iii. Skill in problem solving and conflict resolution. iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound). v. Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions. vi. Skill in participating in organizational facility initiatives, workgroups, and/or committees.
