This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Duties

**The position is open to current permanent employees of the North Florida South Georgia (NFSG) Veterans Health System** Under the direct supervision of the Imaging Program Administrator, the Supervisory DRT (Chief Technologist) plans and directs the radiologic technology program and has full supervisory responsibility for a large staff of supervisory DRT's and nonsupervisory personnel. The Chief Technologist directs, assists, and oversees plans and development activities of the radiologic technology program typically including a full variety of Radiology Service specialty sections. This includes Computed Tomography, Magnetic Resonance Imaging, Ultrasound, Mammography, General Radiography, Interventional Radiology and coordination with the clerical support section consisting of the Medical Support Assistants, to include Radiology Orders Management. Duties of the Supervisory DRT (Chief Technologist) include, but not limited to the following: Has a complete and thorough working knowledge of all functions of the department and can operate/ perform all the diagnostic specialties to assure its many activities and to provide efficient patient care. Direct and assist the diagnostic radiologic technologist supervisors and direct reports with their specialties to provide excellent and efficient patient care. Meets the requirements set forth in See VA Handbook 5005, Part II, Appendix G-25 maintaining certification provided by the American Registry of Radiologic Technology, to perform Radiographic examinations. Serve on committees, such as: Administrative Investigation Boards, Stroke Initiative, Capital Asset Planning, Performance Improvement Initiatives, National Workgroups, access committee, etc. Develops administrative and operational plans when necessary to meet challenges, deadlines, priorities, and increased productivity to improve the flow of work in Services based on analysis of such factors as manpower, equipment utilized, workload, available examination of facilities, and personnel required for various examinations which require controls and records and coordination with other professional services. Performs annual performance appraisals for subordinate supervisors and direct reports. The incumbent oversees and makes recommendations to the supervisory DRT's for employee's reassignments, awards and disciplinary actions. Provides instruction and solutions to difficult problems that arise in all areas of Radiology Service. Must be able to give guidance in expeditious flow of productivity in all sections of the Radiology Service. Receives formal grievances, resolving those that can be resolved at a supervisory level. Takes disciplinary action as deemed necessary and proposes to a higher authority a specific disciplinary action consistent with the facts. Provides training plans for assigned employees, conducts informal training to broaden employee skills and to provide backup skills by cross-training; recommends more formal training when need is apparent and officially recommends employees for formal training courses. Interviews prospective new technical personnel and makes recommendations as to hiring. Formulate functional statements/ position descriptions and performance standards for new technical and clerical positions and, on an annual basis, reviews and updates as necessary, functional statements/position descriptions and standards as required ensuring on going compliance with VHA regulations. Reviews new developments in the field and recommends to lower-level supervisors those, which would improve the operation of their section. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent [can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Loss of Credential: An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). Grade Determinations: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Assignment to this grade level is restricted to those serving as the chief radiologic technologist at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the radiologic technology program at active, affiliated medical centers with critical care and emergent inpatient services and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower grade level, and may include clerical or administrative support staff. At this level, the radiologic technology program typically includes the full variety of comprehensive and complex modalities. Experience. At least one year of experience equivalent to the next lower grade level (GS-11) that fully meet the knowledge, skills, and abilities (KSA)s at that level. KSAs at the GS-11 level are: Skill in directing on-the-job training for employees. Ability to evaluate work performance of lower-level employees and recommend performance ratings. Skill in technical planning and oversight to set and adjust work priorities, and [ensure] that work requirements are met based on employee capabilities. Ability to provide care appropriate to the age of the patients served, including knowledge of growth and development. Knowledge of medical center, VHA, and government-wide human resources management regulations, policies, and procedures. Demonstrated knowledge, skills, and abilities. In addition to the above, the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*): Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases. Ability to participate in research studies and/or as a consultant to others conducting research. Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc. Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility. Physical Requirements: The physical demands of the work include: Heavy lifting, 45 pounds and over; moderate carrying, 15-44 pounds; pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity (both hands required); prolonged walking, prolonged standing; repeated bending; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one eye to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working; and emotional stability. Must have the ability to stand and work while wearing a lead apron for possibly long periods of time.
