The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.
Duties
The incumbent service as a Program Analyst, performing duties and responsibilities that support the senior congressional staff whom perform duties related directly to the requirements of the Inspector General Act of 1978 (as amended). The purpose of this position is to support position within OEA that plan, initiate, and implement strategies for dealing and communicating with Congress in a manner which ensures a coherent, coordinated, and effective relationship; advise on and respond to Congressional inquiries; advise OIG executives on Congressional and legislative issues, processes, and protocols; conduct research and analysis to ensure accuracy and consistency of information provided to Congress; prepare OIG officials to testify before Congressional Committees; analyze problem areas; and recommend strategies for improvements. Typical assignments include:
Knowledge of, or skill in researching, pertinent statutes, legislation, policies, directives, and procedures that are relevant to an area of specialization. Knowledge of OIG and DHS goals and objectives, organizations, programs, missions, and functions.
Knowledge in data analysis, including spreadsheet concepts and familiarity with database management. Ability to apply qualitative and quantitative analytical and evaluative methods and techniques for the assessment and improvement of management processes and systems.
Take part in conducting analytical research to discern relevant information and to identify trends, patterns or relationships Ability to perform comprehensive analysis and studies in assigned functional areas.
Skill in communicating ideas, research, concepts, methods, analyses, evaluations and recommendations in a lucid, logical and convincing manner, either by oral or written means of communication to both external stakeholders and management groups with equal facility and clarity.
Knowledge of the nature and capability of word processing software for creating and formatting reports, summaries and other written documents (e.g. Microsoft Word). Skill in applying established rules, templates, processes, and procedures to create written work products such as summaries, work papers, reports, and briefings. Ability to conceptualize, recommend, create, execute, and communicate electronic information and data in a variety of delivery formats.

To qualify at the GS-07 grade level applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-05 grade level in the federal service. Specialized experience at this level includes:
planning and conducting analytical projects in a team environment;
researching issues, laws, regulations and policies;
contributing to the collection of data for responsive materials through observations, engaging with subject matter experts, and data/file reviews; assisting in performing quantitative and qualitative analysis on program operations and/or procedures to identify trends, patterns or relationships; and helping to prepare written documents, such as correspondence, hearing testimony, or briefing materials.

Successfully completed 1 full year of progressively higher-level graduate or master's degree that is directly related to the work of the position.

Applicants may qualify with a combination of experience and education.
Note: Only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-07 level.
