The primary purpose of this position is to serve as a first level supervisor, planning, directing, and exercising control over non-supervisory employees assigned to Plans and Programs in the Civilian Personnel Flight. Mission of the organization is to administer civilian personnel policies, programs, and procedures for serviced employees and managers.???????
Duties
Plans, organizes, and directs the activities of the office, ensuring that human resources functions comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities at least 25% of the time.
Represents the organization with a variety of installation and functional area organizations.
Leads or participates in/on special projects, process action team, ad hoc advisory groups and/or special assignments as requested.
Requirements
- Work may occasionally require travel away from the normal duty station
- Subject to Temporary Duty Assignment (TDY): Approximately 14 days per year.
- The incumbent may be required to travel by military or commercial air in the performance of TDY
- Incumbent may be required to work irregular hours, weekends, holidays and overtime
- Incumbent performs other related duties as required

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience planning, organizing, and determining necessary policies, regulations, directives, programs, and procedures for the development and execution of assigned civilian human resource programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of federal personnel management functions, theories, and techniques. Knowledge of the basic relationships of the various personnel disciplines; knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to personnel programs.
2. Substantial knowledge of analytical and evaluative methods and techniques to accomplish long-range strategic planning for human resources and to provide definitive input on proposed legislative and regulatory changes.
3. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
4. Knowledge, skill and ability to plan, organize, and direct the functions and mentor, motivate and apprise the staff of an organization of subordinates.
5. Ability to communicate effectively, both orally and in writing. Ability to identify and implement workable solutions to problems and questions pertaining to Section functions.
6. Knowledge and ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
