The primary purpose of this position, MATERIAL SUPPORT PROGRAM SPECIALIST GS-0301-11, is to serve as the center level OPR for Material Support Programs assigned within the center. Support extends to all Supply Chain Managers (SCMs) and related Supply Chain Functionals.

Duties

Serve as the Staff Material Support Program Specialist on assigned systems and programs within the Center/Wing. Incumbent has the delegated responsibility to insure program implementation, policy and procedures development and compliance training are effectively executed. Provide informal training when required and assist training organization in the development of formal training material. As a subject matter expert will represent the Center/Wing at Integrated Project Teams (IPTs). will also lead Center/Wing level IPTs when necessary. Level of working group is dependent on subject matter. Prepare and present reports, studies and briefings to evaluate the effectiveness of related programs. Ensure Headquarters guidance is distributed, providing feedback to Headquarters regarding policy, making recommendation/enhancements when deemed necessary.

  • PHYSICAL DEMANDS: Work is primarily sedentary. There may be some walking, standing, bending, and carrying of light items, such as papers, books or small parts. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: Work is performed indoors in an environment involving everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms. The area is adequately, lighted, heated, and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT POSITIONS. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. An example of creditable specialized experience includes: interpreting governing regulations, policies, procedures, concepts, and proposed changes in order to provide advice on material support programs, concepts, and methodologies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant has successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related, may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Material Support Systems functionality. Knowledge of established policies, procedures, and regulations pertaining to Material Support. Ability to apply basic analytical methods and techniques to resolve complex problems and/or deviate from normal procedures. Ability to work with management in a staff function. This includes advising management on specific processes and decision making. Knowledge of security regulations and policy pertaining Privacy Act of 1974. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
