Duties
As a Grants Evaluation Specialist, you will:
Engage in all associated aspects of local grants evaluation activities including planning, policy and program guidance, risk assessment, on-site and remote monitoring, periodic report reviews, audit tracking and finding clearance, technical assistance and training, and initiation of enforcement actions.
Provide feedback to the Division Director regarding the effectiveness of current policies and procedures in meeting ONAP objectives and the unique concerns of assigned Indian communities.
Meet with Indian Tribes and TDHE's and others to exampling the grants evaluations procedures of applicable programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-12 is one year of experience at the GS-11 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience must include:
Monitoring and evaluating recipients performance in administering housing or community development grants; AND
Ensuring that programs are implemented in a timely manner in compliance with all applicable requirements, including program policies; AND
Identifying technical assistance needs and providing support in increasing program management capacity; AND
Developing and recommending corrective actions to address recipient noncompliance with statutory and regulatory requirements
Specialized experience for the GS-11 is one year of experience at the GS-09 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience must include:
Monitoring and evaluating recipients performance in administering housing or community development grants; AND
Assisting in ensuring that housing programs are implemented in a timely manner and in compliance with all applicable requirements, including program policies; AND
Working as part of a team identifying technical assistance needs and providing support in increasing program management capacity
OR Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related
OR Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience
Specialized experience for the GS-09 is one year of experience at the GS-07 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience must include
Assisting recipients in administering housing or community development grants; AND
Assisting in ensuring programs are implemented in a timely manner and in compliance with all applicable requirements, including program policies.
Or Education: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related
Or Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks
For the GS-09 you must have been at the GS-07 level for 52 weeks
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
