About the Position: Serve as a key member of the Office of the Assistant Secretary of the Army (Financial Management & Comptroller(OASAFM&C)). Provides subject matter expertise regarding OASA(FM&C) relevant aspects of Information Management/Information Technology (IM/IT) governance, Army IT Capital Planning and Investment Management, IT Strategic Planning and Policy, and Portfolio Management (PfM) for the Director (FIM).

Duties

Develop and provides oversight for specific OASA IT governance policies, procedures, boards and working groups. Represent the Director (FIM) to senior leadership on Army and DoD Office of the Chief Information Officer (OCIO) related working groups and executive committees. Responsible for development of plans for integration of new capabilities into the FM Domain. Represent the Director (FIM) at high level meetings with senior leadership of the Army, the field and other government agencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Secret Clearence required.

Specialized Experience: One year of specialized experience which includes providing guidance on IT regulations related to business process re-engineering, enterprise architecture, project/program governance, and/or life-cycle management; developing IT governance policies and procedures to enable leadership to make IT investment decisions; assists in the execution of integrated Enterprise Architecture (EA), Portfolio Management (PfM), and prescribed governance procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Information ManagementInformation Resources Strategy and PlanningOperations Support Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
