This position is located in Washington, DC, Off ice of Federal Contract Compliance Programs (OFCCP), Division of Management and Administrative Programs (DMAP). The purpose of the OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal government. This position is outside the bargaining unit.

Duties

Advises and assists the Director and Deputy Director of DMAP on all matters within the scope of branch responsibilities. Manages and directs branch programs to ensure high performance, quality service, and customer satisfaction. Coordinates branch activities with other offices internal and external to OFCCP. Brings the voice of customers, stakeholders, and partners into the organization. Incorporates customer feedback into goal setting and operational outcomes. Promotes and leads organizational change, leveraging its impact. Develops plans to convert strategic goals into actions. Considers functional relationships among OFCCP offices when planning for and managing resources. Works as a partner with other offices to facilitate the achievement of goals. Ensures that all interested parties are kept informed about key activities and developments. Develops resource implementation plans to accomplish branch goals. Establishes systems and methods to assure proper resource management. Modifies resource allocation in response to changes in plans, goals, or conditions. Relates expenditures to program results. Fosters a commitment to a team approach to work. Continually improves work processes and the cost effectiveness of products and services. Evaluates and measures the quality of products and services. Applies state-of-the-art technologies to generate new ideas and solve problems. Establishes empowerment as an organizational principle and objective. Manages and resolves conflicts, resistance, and disagreements in a constructive manner. Creates an environment that is conducive to associates thinking and resolving problems creatively. Assesses the talents and capabilities of associates. Promotes an environment that encourages confidence in making sound and well-informed decisions. Demonstrates fairness and equity in recognizing associates for developing and implementing successful process improvements, distributing awards and commendations fairly and resources and opportunities for professional development equitably. Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

THIS IS IMPERATIVE IN DETERMINING IFWHETHER YOU HAVE AT LEAST 1 YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED. Applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in the Federal Service. Specialized experience is defined as providing senior level guidance and support serving as a subject matter expert for implementation of at least one of the following areas within an organization: 1) Facilitating building management services (i.e., office planning and services, space changes, etc.); 2) Managing the disposition of personal property or real property (i.e., leasing agreements, IT equipment, non-IT personal property inventories, etc.); OR 3) Developing and implementing emergency management plans and operations (i.e., safety and health, COOP, etc.).
