This position is located within the Foreign Affairs program area, Global Services Division, Planning and Resourcing Branch. The incumbent assists the Director in developing and implementing personnel, technical, program, and management policies and programs that assure the accomplishment of agency goals and objectives. Duties include technical support on administrative, operational, and project/program issues.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Performs research and analysis which contribute to the achievement of FAS strategic goals and objectives.
Leads and conducts discussions with management officials, identifies problems or issues requiring corrective action, develops reports, and presents findings and recommendations to FA managers.
Leads, coordinates, or attends various meetings and conferences relating to FAS or FA program and management operations to explain and resolve particular issues and options related to operational and policy goals and objectives.
Provides analysis and budget formulation support to the development of the agency’s annual budget submission.
Assists management in developing, maintaining, and updating financial management plans, policies, and procedures to improve the effectiveness of operations and management of funds.
Prepares, executes, and monitors the program area budget for travel, training, internships, selection boards, awards, and credit cards.
Provides technical support on administrative, operational, and project/program issues related to the support of Foreign Affairs employees at USDA Headquarters and stationed overseas. Issues relate to budget, personnel, procurement, etc.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience, and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
TO QUALIFY AT THE GS-09 LEVEL:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal government. Experience must include ALL of the following:
Familiarity with the qualitative and quantitative techniques used to analyze and measure program effectiveness, efficiency, or productivity.
Assisting with producing charts, tables, or other informational graphics for use in presentations to internal audiences.
Contributing to the interpretation of administrative or operational policies to identify issues and provide corrective recommendations to management.
-OR-SUBSTITUTION OF EDUCATION: Master's OR equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
TO QUALIFY AT THE GS-11 LEVEL:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal government. Experience must include ALL of the following:
Applying qualitative and quantitative techniques to analyze and measure program effectiveness, efficiency, or productivity.
Producing charts, tables, or other informational graphics for use in presentations to internal audiences.
Independently interpreting administrative or operational policies to identify issues and provide corrective recommendations to management.
-OR-SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
TO QUALIFY AT THE GS-12 LEVEL:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal government. Experience must include ALL of the following:
Applying qualitative and quantitative techniques to lead studies used to analyze and measure program effectiveness, efficiency, or productivity.
Producing charts, tables, or other informational graphics for use in presentations to internal and external audiences.
Independently interpreting administrative or operational policies to identify issues, and leading discussions with management to provide corrective recommendations and present findings.
SUBSTITUTION OF EDUCATION: Not applicable to this grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
