This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Program Planning and Accountability Division (PPAD). In this position, you will supervise a team of employees in the PPAD responsible for planning, executing, evaluating and facilitating the full range of Civil Rights business operations support functions such as travel, training, facilities, and records management.

Duties

Evaluates and monitors administrative activities and makes substantive recommendations for program improvements. Develops and implements procedures and systems for establishing, operating, and assessing the effectiveness of assigned business operations and administrative systems. Evaluates and analyzes agency-wide programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish the objectives sought, and whether they provide the control necessary for sound management. Analyzes data and presents summaries and recommendations to immediate, Agency and Department-wide management. Identifies and develops methods to resolve organizational administrative problems or cope with issues which directly affect the accomplishment of agency program goals and objectives. Prepares responses to inquiries from customers, management, and colleagues regarding very complex and substantive questions relating to the Agency's business operations as assigned.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading people within a high-tempo resource management Division possessing two or more of the following technical knowledge, skills and abilities: budget, human resources, facilities, continuity of operations, travel, procurement support or execution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
