The primary purpose of this position is to : Serves as an Associate General Counsel in the Office of the General Counsel, Office of the Deputy General Counsel (Fiscal, Ethics and Administrative Law).

Duties

- Assists the Deputy General Counsel (Fiscal, Ethics and Administrative Law) and/or designated supervisor in carrying out responsibilities in matters pertaining primarily to fiscal and administrative law, standards of conduct, civilian personnel law, and legislation. Maintains current knowledge of developments in this area. - Recognized throughout the Department of the Air Force as a subject matter expert within the functional areas assigned. Provides legal advice, counsel, and opinions to the General Counsel, the Deputy General Counsels and/or designated supervisor on legal issues related to these areas of expertise. - Represents the General Counsel's office at meetings on problems relating to the functional areas assigned. Attends meetings with high-ranking officials from Department of Defense, Department of Justice, other government agencies, and private industry on matters relating to Air Force policy. - As assigned and without direct supervision, accomplishes specialized projects that require a very high level of legal training and experience. - Represents the office of the General Counsel and/or the Air Force in conferences with senior representatives of DoD and other defense agencies and military departments, other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters of interest to the Air Force. Serves as agency liaison with assigned trial attorneys and actively guides prosecution, defense, and resolution of claims and lawsuits brought by and against the United States or the Air Force of particular interest to the General Counsel.

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Work may require travel away from the normal duty station from time to time as well as occasional overtime.
  • The position will be physically located at Headquarters U.S. Air Force, the Pentagon, Arlington, VA
  • Must have graduated from an accredited law school and obtained admission to, and be in good standing with, the bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
  • Leave Accrual incentive will be considered.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable substantive federal laws, regulations, and policies. 2. Knowledge of the role and duties of the Government attorney. 3 Ability to apply knowledge of the law to help achieve Air Force policy and programmatic objectives. 4. Skill in various research methodologies, including computer-assisted technologies. 5. Skill in gathering data and conducting interviews, knowledge of communication methodologies and staffing processes peculiar to the legal profession. Ability to communicate complex legal issues and theories effectively orally and in writing, knowledge of computer-assisted drafting software, e.g. Microsoft Word, PowerPoint, etc. At the time of application, you must provide proof, dated within four months of application, of "active" status and in good standing with a bar of the highest court of a State, US commonwealth, US territory, or the District of Columbia. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
