THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a ESGR PROGRAM COORDINATOR (TITLE 32), Position Description Number D1706000 and is part of the IL JS, National Guard.
Duties
As a ESGR PROGRAM COORDINATOR (TITLE 32), GS-0301-12, you will serve as the Executive Director of the State ESGR Committee. The position, in coordination with the State Committee Chair, direct and supervise the Committee's programs and activities to link employers and the U.S. Military.
Major Duties - This is NOT an all-inclusive list:
Oversee Committee activities focused on informing, recognizing, motivating ad encouraging America's employers to support Reserve Component' members.
Coordinate planning and logistical support for all Committee programs/activities.
Provide oversight, guidance and support to the State Employer Support of the Guard and Reserve (ESGR) Committee Programs, providing day-to-day continuity for National and State programs and initiatives.
Serve as the Joint Force Headquarters (State) liaison between National and State ESGR officials.
Develop, institute and provide management and administrative support to the State ESGR Committee.
Assist ESGR Committee leadership in forecasting and developing the annual budget necessary to support State ESGR Committee operations and programs. Serves as the ESGR Committee financial program manager.
Coordinate with all of the RCs in the state to schedule ESGR volunteers to support all mobilization and demobilization actions in the state.
Assist and provide administrative support to the volunteer service component of the ESGR program, to include assisting in recruiting, training and mentoring State Committee members, providing special emphasis to the recruiting and training of sufficient employer Outreach and Ombudsmen volunteers.
Provide technical assistance in the development of State ESGR regional committees.
Assist State Committee leadership in developing and conducting a train-the-trainer program for trainers in the ESGR program throughout the State, in accordance with National ESGR standards.
Serve as liaison with government, civilian and military agencies and organizations as appropriate to support and execute the mission and objectives of the ESGR program, explaining and coordinating all ESGR service and support activities available to employers and military members.
Research employer issues relating to National Guard or Reserve employee military commitments.
Assist the State Chair in Strategic Planning and Committee assessment reporting.
Submit reports to higher organizations, as required.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted/Warrant Officier/Officer - Minimum E1 - Maximum COL
GENERAL EXPERIENCE: MUST possess experience, education, or training which provided a general knowledge of principles of organization, management, and administration; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
