This vacancy is for a Budget Officer in the Office of Chief Financial Officer and Director of Administration,Bureau of Industry and Security within the Department of Commerce.
Duties
As a Budget Officer, you will perform the following duties:
Develop or direct the development of budgetary plans, policies, procedures and systems to implement senior management financial management directives.
Plan, direct, coordinate, and supervise the integration of all phases of the budgetary process for appropriated fund operations.
Consult, coordinate and collaborate with key financial and functional representatives within and outside of BIS and with subordinate offices and divisions on plans, proposals and approved programs to facilitate implementation of planning and/or approved concepts and programs consistent with operating needs.
Guide the review, interpretation, and application of Congressional/OMB budget, financial management and program regulatory guidance and instructions to determine impact on BIS strategic plan initiatives, financial and functional operations.
Ensure the comprehensive development and timely issuance of BIS's resource management guidance (e.g., program and budget guidance, budget instructions, etc.) to all organizational elements and subordinate managers.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:
1) Supervising a team responsible for the overall planning, direction, coordination of all phases of the budgetary process and strategic planning process at the Department, Bureau or Agency level; 2) Leading budget formulation, presentation, and execution; 3) Exercising authority on the budget process and on matters of budgetary and performance management law, regulation, and policy; and 4) Overseeing the design, development, and implementation budgetary policies, programs, strategic plan and systems to support senior management's financial management Chief Financial Officer's directives.
