This position is located in the Department of Health and Human Services, Program Support Center, Program Support Center, located in Rockville, Maryland.
Duties
Advises on the impact of changes in mission or resources and makes recommendations for resolving management issues in areas such as systems, manpower utilization, productivity management, workflow, and paperwork management.
Communicate complex information, both orally and in writing, in order to provide clear, comprehensive advice and guidance, present detailed reports and findings.
Utilizes advanced qualitative and quantitative techniques to analyze, evaluate, and improve the efficiency of internal administrative operations, organizations, and management.

Qualifications
Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.
Specialized Experience: GS-11: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-9 level in the Federal service performing (3) of the (4) duties that include the following:
Planning and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations;
Analyzing administrative operations and practices to make improvements;
Advising management on the interpretation and implementation of policies and regulations;
Preparing written documents pertaining to acquisitions, agreements, budget or other administrative operations.
OR a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field directly related to the position. (You must submit transcripts)
OR A combination of the required experience and education for this grade level.
Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and complexity to the GS-11 grade level in the Federal service performing (3) of the (4) duties that include:
Utilizing qualitative and quantitative techniques to analyze, evaluate, and/or improve the efficiency of internal administrative operations, organizations, or management;
Developing new or modified work methods or management processes for administering program services, guides and procedures;
Recommending administrative actions/solutions to problems;
Preparing written documents pertaining to acquisitions, agreements, budget or other administrative operations.
Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) following duties:
Leads teams of specialists and/or individually conducts in depth studies, reviews, evaluations and assessments of issues and proposals assigned;
Initiates and executes administrative/ management projects;
Developing long range plans and strategies to support mission and agency objectives; and
Applying advanced management and organizational principles to advise and analyze overall program performance and objectives.
