This position is in the Division of Communications, All of Us Research Program, National Institutes of Health (NIH), Department of Health and Human Services (DHHS). This position sits within the Division of Communications, Participant Communication, and Outreach Branch. The incumbent of this position serves as a senior Health Communications Specialist within the Division of Communications, All of Us Research Program.
Duties
Serve as a point of contact for program awardees and partners, providing guidance on their enrollment and retention priorities.
Review recruitment and retention materials prepared by the program for accuracy, suitability, and adherence to program language conventions.
Oversee recurring participant communications, providing strategy and editorial oversight and approval to a team of partners.
Develop, or assist in developing outreach campaigns for program initiatives. Independently or in collaboration with others, develop strategy, internal and external rollout plans, and materials needed to educate program participants and partners about upcoming data collection opportunities, new program benefits, or upcoming milestones.
Collect, summarize, and analyze data to assess participant reaction to material and products and advises campaign leads (or equivalent) or modify strategies accordingly. Critically evaluate existing program efforts and propose improvements.
Represent the Division of Communications on internal working groups, committees, and integrated project teams.
Document best practices in your area of expertise. Create and share standard operating procedure documents (SOPs) with Division colleagues to encourage cross-training and learning.
Requirements

Qualifications
In order to qualify for a Health Communications Specialist position at the GS-11 level, you must:
A. have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;
OR
B. have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: designing and writing a variety of informational and educational and products; drafting responses regarding content issues; AND collecting and analyzing data to target and test messages and evaluate delivery strategies.
OR
C. have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Health Communications Specialist position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and presenting a variety of informational and educational materials and products; drafting responses for review regarding content issues; reviewing communication practices and recommending approaches to increase awareness among a variety of audiences; collecting and analyzing data to assess public reaction to material and products and advising on campaign modification strategies; AND assisting in developing social marketing campaigns for mass communications.
In order to qualify for a Health Communications Specialist position at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and executing a variety of informational and educational materials and products; preparing and responding to inquiries regarding content issues; modifying standard communication practices and approaches to increase awareness among a variety of audiences; evaluating and reporting on the overall the effectiveness communications campaigns or programs; AND providing recommendations to senior management regarding new social media strategies on communication and content activities.
