Location of position: Heartland Region Audit Office (JA-6) 2300 Main StKansas City, MO 64108 We are currently filling three vacancies, but additional vacancies may be filled as needed.

Duties

The Office of Audits (JA) has a goal of improving GSA, while simultaneously protecting the integrity of its operations. This office accomplishes its mission by identifying and reporting on the challenges facing GSA management. JA conducts programmatic performance audits of GSA's operations and activities, implementation reviews, and/or contract audits. The Office of Audits also oversees financial statement audits and compliance with the Federal Information Security Management Act (FISMA).The auditor participates with other audit staff members in performing audits of GSA awarded contracts and evaluating GSA’s regional or national operating programs, systems, work processes, acquisitions, internal controls, and financial or contract administration functions. The auditor is responsible for performing a variety of audit work that requires the application of well-established auditing principles, theories, concepts, and practices.

Qualifications

For a brief video on creating a Federal resume, click here.  The GS-09salary range starts at $57,941 per year. The GS-11salary range starts at $70,103 per year. The GS-12salary range starts at $84,025 per year.If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   BASIC REQUIREMENTS FOR PERFORMANCE AUDITORS:You must have either A or B: A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. Or B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination (proof of certification must be submitted with application); or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. (Supporting documentation must be summited with application) This position has a positive education requirement:Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-9 LEVEL:In addition to the Basic Requirements for Performance Auditors listed above, to qualify at the GS-9 level you must possess at least one of the following: One year of specialized experience equivalent to the GS-7 level or higher in the Federal service. Specialized experience is 1. Assisting senior specialists in conducting complicated audits to assess the effectiveness and efficiency of an organization’s programs or operations; Or 2. Performing work consisting of systematic evaluations; Or 3. Conducting activities relating to the detection of fraud and waste. OR A master's degree or equivalent graduate degree OR have completed two full years of progressively higher level graduate education leading to such a degree. OR A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position. Additional Requirements for Qualification at the GS-11 level:In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is work involving the identification and review of program data and comparing it to regulations, policy, procedures or other program criteria; and experience performing reviews in accordance with auditing standards.ORA Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. To be creditable, such education must be in a course of study that directly reflects the job-related competencies necessary to perform the duties of this position.OR A combination of directly related graduate level education and appropriate specialized experience that together meet the qualification requirements of this position.  Additional Requirements for Qualification at the GS-12 level:In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience performing work that demonstrates knowledge of the total audit evaluation process, including the planning, execution, and reporting phases. Such experience must include the application of professional methods and techniques to gather and evaluate evidence, validate findings, establish conclusions, formulate recommendations, and prepare reports.
